A nuclear waste dumping rocket owned by the <I>Santanini-Italia</I> company is about to blast-off from the lunar surface when the launch aborts and the rocket crashes onto <I>Moonbase One</I>'s launch pad. Nathan Spring wants to know the cause, and so assigns David Theroux to investigate. However, Spring is then ordered by the Personnel department to return to Earth for a break after spending so long in space; on the shuttle home he encounters attractive Moonbase worker Lina Margello, and the two arrange to meet up in Italy. But when Spring later arrives in Italy for his assignation he becomes the target of a killer working for a Mafioso organisation, and soon finds himself arrested on a charge of possession of illegal drugs. With Spring suspended from duty, Theroux takes over command of the I.S.P.F.; meanwhile, Spring, now working on his own, attempts to break through the web of intrigue and murder to discover the reason why he was framed…
